I would like to propose a Bandit Mask or item that obscures a users name. This feature I believe would encourage PVP and open up doors for more activity on the server. In addition to that I don't believe that being a bandit should go without it's consequences, and that is why I would like to suggest introducing a Standings System.
If bandits are killed and looted to reveal their names, they should have to suffer the consequences of those actions by having their names marked red for a specified time to somehow show that they are playing as bandits. Then people will have a baseline with which to judge individuals based on their past actions on if a bandit should be killed on sight or allowed to live. Perhaps placing a small skull next to their name would show if they are criminals or not. Perhaps a buff of 3 hours with a skull next to their name.

Standings I believe can be done relatively easy for each player. You should be able to add someone to a friends list then choose your standing based on Terrible, Bad, Neutral, Good, Excellent. Then characters names will be colored based on your standings towards them. These standings can in turn be used to decide who has access to your plot of land/Dominion. In a way you can mesh standings with plot access.
I have pulled a lot of these ideas from another game i've played called Eve online, which has already formulated a great system for standings so I see no need to re-invent the wheel. Please provide feedback if you see any exploits or issues that this could cause.
